Local government administration units have to deal with problems related to both the implementation of their own tasks and the skilful management of public property. On the one hand, satisfying the essential needs of local communities should take place at the highest possible level, on the other hand, the local government cannot expose itself to the accusation of mismanagement, especially taking into account the limited budget it manages.
